Overview
The purpose of the Highway Incident and Transportation Systems (HITS) Committee is to:
- Engage NASEMSO on highway safety issues relevant to EMS
- Collaborate with highway safety partners to promote their understanding of EMS and to identify opportunities for cooperative efforts to reduce injuries and save lives
- Provide input to NASEMSO Executive Committee on highway safety concerns

- Ambulance Safety Writing Project - 2010. This NAEMSP-led project, funded by Zoll and Physio-Control, began with a two-day conference in January 2010. A team of six people are conducting a review of the literature and will take the lessons from the conference to write a “white paper” for publication and dissemination. There are four writing groups: driver, vehicle, provider, and patient. Dr. Jane Brice (UNC) is the Principal Investigator. NASEMSO was represented at the conference by Dia Gainor.
- WNNG: What’s Next - Next Generation 9-1-1. The current 9-1-1 system is designed around telephone technology and cannot handle the text, data, images and video increasingly common in personal communications and critical to future transportation safety and mobility advances. The Next Generation 9-1-1 (NG 9-1-1) initiative will establish the foundation for emergency communications services in a wireless mobile society. TSAG’s multidisciplinary group will identify data to transmit to 9-1-1 center following incident. The timeline for completion is the 2010 calendar year, with kickoff in March 2010. NASEMSO will send representatives to provide an EMS perspective.
- Toward Zero Deaths: A National Strategy on Highway Safety. This project is a data-driven effort to identify and create opportunities for changing American culture as it relates to highway safety. It focuses on developing strong leadership and champions in organizations that directly impact highway safety through engineering, enforcement, education, emergency medical service (EMS), policy, public health, and communications. The goal is to develop an outline for the national strategy by Spring 2010 and finalize the strategy in 2011. John Bixler is NASEMSO’s representative on the Steering Committee and the contact person is Kelly Hardy, 202-624-5868, khardy@aashto.org.
- SHRP 2 – L12: Training and Certification for Traffic Incident Responders. The project is intended to establish the foundation for certifying the capability of responders to achieve the National Unified Goal (NUG) for Traffic Incident Management: responder safet; safe, quick clearance; and prompt, reliable, interoperable communications. Kevin McGinnis is participating as subject matter expert. The National Traffic Incident Management (TIM) Coalition is the source for EMS stakeholders.
- Traffic Incident Management Program for Worker Safety - 2008 to 2010. This project will summarize existing research findings and approaches related to traffic incident management (TIM) safety and establish a set of recommendations for national action to enhance the safety of TIM workers — in essence, providing the foundation for a national TIM Program. Based on findings from the European scan and resources from the National Traffic Incident Management Coalition (NTIMC) and affiliated organizations, the resulting product will serve as a basis for national action as well as a tool for establishing coordinated TIM programs on local, state, and regional bases. A workshop was held in May 2009 to review draft material. Kevin McGinnis is the Principal Investigator, and the report will be published in March 2010.

SCOHTS – SM: Standing Committee on Highway Traffic Safety, Subcommittee on Highway Safety Management
- Parent Organization: American Association of Highway & Transportation Officials (AAHTSO)
- Mission: To promote AASHTO’s safety goal of reducing highway fatalities by half in the next
two decades. Works on technical issues such as developing, updating or commenting on
various highway manuals, plans, and programs to improve safety - Stakeholders: Member departments appoint up to 3 members from every state

NCHRP: National Cooperative Highway Research Program
- Parent Organization: Transportation Research Board (One of six major divisions of the
National Research Council) - Mission: To conduct research in problem areas that affect highway planning, design,
construction, operation, and maintenance nationwide. Each year in early July, the AASHTO Standing Committee on Research (SCOR) solicits problems from three authorized sources: (1) AASHTO member transportation departments, (2) the chairs of AASHTO's committees and subcommittees, and (3) the Federal Highway Administrator. Problem statements are due by September 15. - Stakeholders: State departments of transportation are the sole sponsors of the NCHRP.

SHRP 2: Strategic Highway Research Program
